What decided it

The identified harm to character and appearance caused by the uncharacteristic positioning, orientation and single-storey form of the bungalow, which directly conflicts with the Framework's design provisions and outweighs the modest housing and sustainability benefits.

The modest benefits of housing delivery, sustainability measures and biodiversity enhancement were outweighed by the significant harm to character and appearance, with the design harm being the overriding factor that prevented the presumption in favour of sustainable development from applying.
