What decided it

The Inspector's finding that the harm to biodiversity, water quality and heritage/landscape from the poultry enclosure (Appeal A), and the Green Belt inappropriateness and harm to openness from the mobile home (Appeal B), were not outweighed by the benefits or other considerations advanced.

Appeal A: appreciable public benefits (employment, egg production, access safety, manure management) did not outweigh the policy conflicts and less than substantial heritage harm; Appeal B: modest other considerations did not clearly outweigh the substantial Green Belt harm, so very special circumstances were not established.
