The parking arrangements would have a harmful effect on the safe and efficient operation of the highway network due to vehicles needing to reverse into or out of a narrow sloping driveway onto a narrow village carriageway, creating unacceptable highway safety risks that outweigh the limited housing benefits.

The limited social and economic benefits of providing a single dwelling and contributing to housing supply were significantly and demonstrably outweighed by the conflict with Framework policy on highway safety
