What decided it

The combination of significant harm to character and appearance through overdevelopment, unmitigated highway safety concerns from uncontrolled parking demand, and failure to secure adequate mitigation for the SPAs through a legally enforceable obligation provided clear reasons for refusal that outweighed the housing benefit.

The provision of much-needed housing, including 100% affordable housing, was outweighed by the identified harms to character and appearance, highway safety, and the SPAs, resulting in dismissal.
