The proposed advertisement panel would fail to preserve the character and appearance of the Halifax Town Centre Conservation Area due to its scale, height, and cumulative impact with existing signage clutter, contrary to the statutory duty under section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
