What decided it
The significant and unacceptable harm to character and appearance and the unsuitability of the location due to poor accessibility to services and facilities, combined with the Council's demonstrated five-year housing land supply, meant the proposal conflicted with the development plan and the presumption in favour of sustainable development did not apply.
Although the proposal would make a contribution to housing delivery, this benefit attracted only limited weight and would not outweigh the significant harm to character and appearance and the unsuitability of the location; even if a five-year housing land supply shortfall existed, the adverse impacts would significantly and demonstrably outweigh the benefits.
