What decided it
The absence of a five-year housing land supply, combined with the conclusion that the development would not adversely affect the integrity of the Humber Estuary habitats sites through appropriate mitigation, meant the tilted balance applied and the benefits of housing delivery outweighed the moderate harms to landscape character and development plan conflict.
The moderate harm to landscape character and appearance and conflict with the development plan were outweighed by the significant benefits of 390 dwellings addressing housing shortfall, 20% affordable housing, education and leisure contributions, a new bus route, improved pedestrian links, substantial open space and biodiversity net gain exceeding statutory requirements, and economic benefits, when assessed against the Framework as a whole under the tilted balance.
