The proposals conflict with the development plan's spatial strategy for countryside development and fail to demonstrate adequate surface water drainage or statutory Biodiversity Net Gain compliance, and the appellants' personal circumstances and limited evidence of broader Traveller need do not outweigh these material harms.

The significant weight against the proposals arising from conflict with the spatial strategy, significant weight from flood risk concerns, significant weight from BNG non-compliance, and moderate weight from character and appearance harm, together with the significant weight in favour of the appellants' personal circumstances and moderate weight from broader need (though limited evidence), did not favour the grant of permission as the adverse effects were not substantially outweighed by benefits and the proposals did not fall within Framework Policy S5 categories.
