Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area
  • the living conditions of occupants of neighbouring properties, with particular regard to privacy and outlook

What decided it

The provision of five dwellings to address the Council's demonstrated lack of five-year housing land supply, combined with the social and economic benefits of construction and occupation, outweighed the less than substantial harm to the conservation area from the loss of the brick stable building.

The less than substantial harm to the significance of the Oxted Conservation Area from the demolition of the brick stable building was outweighed by the significant benefits of providing five dwellings to the District's housing supply and the moderate social and economic benefits resulting from construction and occupation.
