The modest housing benefits and economic benefits of the development, given moderate weight, were outweighed by the significant harm to the character and appearance of the area and the failure to conserve or enhance the landscape and scenic beauty of the AONB, to which great weight must be given, with the AONB protection providing a clear reason for refusal under paragraph 11d(i)
