What decided it

The finding that in no view towards the site would the proposed building have an adverse effect on the character and distinctiveness of the CWTBZ or CWSSI, meaning the scheme accorded with the development plan and NPPF paragraph 11 required approval.

Having found no townscape harm and therefore no conflict with the development plan, the Secretary of State weighed the benefits (significant weight to housing and affordable housing; moderate weight to carbon reduction; moderate weight to commercial/employment floorspace) against no identified harms, and concluded permission should be granted.
