The benefits (significant economic and social benefits, moderate need, sustainability, BNG, transport and lack of alternative sites) outweighed the harms (substantial landscape harm, great weight less than substantial heritage harm, and moderate harm to the NDHA), so that despite conflict with the development plan overall, permission should be granted.
