The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the adverse impacts of the proposal would not significantly and demonstrably outweigh the benefits of housing delivery.
The conflict with Policy AP4 regarding living conditions of neighbours (moderate weight) was outweighed by the presumption in favour of sustainable development arising from the lack of a five-year housing land supply and the moderate weight given to housing supply benefits, permitting the appeal.
