Main issues, as the Inspector framed them
- The effect of the proposals on the character and appearance of the area, with particular regard to the significance of the Branksome Park Conservation Area and trees
- The living conditions of future residents having regard to the provision of outdoor space (appeal A only)
- If harm arises, whether this is outweighed by other material considerations
What decided it
The less than substantial harm to the significance of the Branksome Park Conservation Area, which the Inspector found could not be outweighed by the moderate public benefits of providing a single additional dwelling, provided a clear reason for refusal under paragraph 11(d)(i) of the Framework.
The moderate public benefits of housing delivery and efficient land use were outweighed by the great weight attributed to the less than substantial harm to the conservation area, which provided a clear reason for refusal under the tilted balance.
