What decided it

The siting and appearance of the 15-metre monopole would be visually intrusive and dominant in the sensitive transition area between the historic town centre and Phillips Memorial Park, significantly harming the setting and significance of the Godalming Conservation Area, with insufficient evidence that the siting minimises visual impact so far as practicable or that alternative locations had been properly explored.
