What decided it
The unjustified loss of employment floorspace combined with less than substantial but unoutweighed harm to the setting of a Grade II listed building and conservation area, with the heritage protection policies in the Framework providing a clear reason for refusal that disapplies the tilted balance.
The public benefits of housing delivery and removal of a declining industrial building were given moderate weight but were clearly outweighed by the unjustified loss of employment space and less than substantial harm to heritage assets, with paragraph 199 of the Framework requiring great weight to be given to conservation of designated heritage assets.
