What decided it

The Council's inability to demonstrate a five-year housing land supply and the positive support in NPPF paragraph 123 for using employment land for homes in areas of high housing demand outweighed the conflict with development plan employment retention policies.

The conflict with development plan employment retention policies (given moderate weight) was outweighed by the significant benefit of providing eight additional residential units to address the Council's housing undersupply, assessed against the Framework taken as a whole under the tilted balance.
