What decided it

The significantly harmful effect on the character and appearance of the area, arising from the disruptive prominence of the building and unacceptably cramped development, outweighs the moderate benefits of housing delivery in the context of the Council's housing land supply shortfall.

The adverse impacts of granting permission, being significant harm to character and appearance, would significantly and demonstrably outweigh the moderate benefits of a single dwelling and housing land supply contribution when assessed against the policies in the Framework taken as a whole, and material considerations do not indicate the proposal should be determined otherwise than in accordance with the development plan.
