The appellant's viability evidence was not sufficiently robust or convincing to demonstrate exceptional circumstances that would justify departure from the 30% affordable housing policy requirement in Local Plan Policy AH SP2.

The significant weight of the Local Plan's affordable housing objectives and the community's need for affordable housing outweighed the appellant's viability arguments, which lacked independent appraisal and adequate critical examination of assumptions.
