What decided it

The proposal fails to meet the infilling criteria of Policy DM27 as it would be located in a backland position rather than within the built-up frontage, and its scale, height and design would cause unacceptable harm to the character and appearance of the surrounding area.

The limited social and economic benefits of providing a small market housing unit did not outweigh the in-principle objection to countryside housing and the harm to character and appearance.
