The main issue is the effect that removing the condition would have on the Green Belt as to whether the proposal would represent inappropriate development in the Green Belt, which would have a harmful effect on openness, having regard to the National Planning Policy Framework and the relevant development plan policies.

The Inspector concluded that the reduced 14 static caravan scheme, when compared with the lawful baseline use of the site for up to 50 touring caravans/motorhomes on a permanent residential basis, would not cause harm to the openness of the Green Belt.
