What decided it

The combination of existing street features already interrupting visibility, the filter lane enabling safe merging, slow traffic speeds, and regular breaks in traffic flow meant that lengthy visibility splays were unnecessary and the minor reduction in visibility from the proposal would not prejudice highway safety.
