What decided it

The bungalow's sealed construction specifications and boarded loft, combined with the absence of any evidence from the Council demonstrating how the modest dormer windows could harm protected species or their habitats, led the Inspector to conclude there was no reasonable likelihood of adverse effects on biodiversity.
