What decided it
The Inspector could not confidently conclude that the proposal would not contribute to adverse effects on the integrity of the Arun Valley sites through water abstraction, which as a Habitats Regulations matter prevented permission being granted under Regulation 63.
The benefits of retaining a much-needed dwelling and making efficient use of an existing building, together with the significant material consideration of the prior approval and occupation, were outweighed by the conflict with spatial strategy policies (relatively slight harm) and the very significant weight of the unresolved risk to the integrity of protected habitats, which prevented application of the tilted balance.
