What decided it
The development results in the loss of a family dwelling in an area where demand for such dwellings exceeds supply and exceeds demand for HMOs, contrary to development plan policies seeking to create sustainable neighbourhoods with a range of housing types and sizes.
Although the Council cannot demonstrate a five-year housing land supply and the tilted balance applies, the adverse impacts of granting permission (loss of family housing in an area of shortfall) significantly and demonstrably outweigh the benefits (provision of HMO accommodation in lesser demand), when assessed against the Framework taken as a whole.
