The serious shortfall in public open space and children's play provision, combined with inadequately sized private gardens for family dwellings, would result in a cramped form of development that fails to constitute good design and a well-designed place contrary to the development plan.
The significant contribution to affordable housing supply was given significant weight, but the contribution to housing land supply was given only moderate weight because the Council can demonstrate a 5-year supply; these benefits were not sufficient to outweigh the conflict with the development plan on design grounds.
