What decided it
The failure to demonstrate that occupants would have reasonable living conditions due to noise and disturbance from neighbouring commercial uses, combined with the inability to provide safe pedestrian access to Aspley Guise, meant the proposal conflicted with the development plan and could not be allowed.
The adverse effects on living conditions and pedestrian safety could not be reasonably overcome by conditions and were not outweighed by any other consideration, including the housing supply position which was adequate.
