What decided it

The significant harm to character and appearance caused by the contrived design and constrained site layout, which would conflict with the Framework's requirement for good design and well-designed places, outweighed the limited benefits of providing one additional dwelling in a location where the Council cannot demonstrate a 5-year housing land supply.

The limited weight attributable to housing supply contribution and landscaping improvements was outweighed by the significant harm to character and appearance, resulting in adverse impacts demonstrably outweighing the benefits.
