What decided it
The harmful effect on character and appearance caused by the prominent siting and discordant forms of the dwellings, which would be incongruous and unacceptably at odds with the established development pattern, outweighs the benefits of housing delivery in the context of a housing land supply shortfall.
The benefits of housing delivery and effective use of land were significantly and demonstrably outweighed by the harm to character and appearance identified in the main issue, when assessed against the policies in the Framework taken as a whole.
