What decided it

The removal of conditions 6, 7 and 8 was justified because the small-scale development was unlikely to generate significant pollution issues and such matters could be satisfactorily addressed through regulatory means outside planning, whilst conditions 12, 13 and 15 were retained in amended form as necessary to protect highway safety and the sensitive rural character and landscape setting of the area.
