What decided it

The moderate harm to character and appearance caused by the convoluted frontage and awkward layout, combined with significant harm to the living conditions of neighbouring occupants through loss of privacy, outweighed the limited benefit of one additional dwelling in an area where the Council cannot demonstrate a five-year housing land supply.

The limited weight attributed to housing supply contribution and environmental improvements was outweighed by the significant harm to character and appearance and living conditions, such that the adverse impacts significantly and demonstrably outweighed the benefits.
