The significant weight given to housing and affordable housing delivery, together with moderate biodiversity gain and limited economic, social and open space benefits, was found not to clearly outweigh the substantial Green Belt harm (inappropriateness, loss of openness and conflict with purpose (c)) and moderate harm to character and appearance, so the balance tipped against the proposal.
