What decided it
The Council's inability to demonstrate a 5-year housing land supply, combined with the public benefits of housing delivery outweighing the less than substantial harm to the conservation area, engaged the presumption in favour of sustainable development under paragraph 11(d)(ii) of the NPPF.
The less than substantial harm to the character and appearance of the Radlett South Conservation Area, characterised as loss of verdancy, was outweighed by the significant public benefit of contributing to housing supply in the context of a substantial shortfall (0.98 years), together with moderate economic benefits and the sustainable location of the site within the settlement boundary and walking distance to the train station.
