The bulkier framing and detailing of the proposed uPVC windows on the front elevation would unacceptably harm the character and appearance of the conservation area by failing to preserve the distinctive slimline timber sash window character of the street scene, and this harm was not outweighed by the public benefits of improved building condition and energy efficiency.
