What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development under NPPF paragraph 11, and the modest housing benefits of the proposal were not outweighed by any identified adverse impacts.
The modest benefits of delivering two dwellings, including short-term economic benefits during construction and long-term contributions to the local economy, outweighed any adverse impacts when assessed against the policies of the Framework taken as a whole, applying the tilted balance under NPPF paragraph 11(d)(ii).
