The risk of piecemeal implementation due to multiple ownerships and lack of legal mechanism to secure simultaneous completion would create an irregular and incongruous roofscape that would harmfully erode the uniformity of the terrace and detract from the character and appearance of the Bishops Park Conservation Area.
