What decided it
The scale of development proposed (49 dwellings) substantially exceeds the 30-dwelling limit established by the Neighbourhood Plan policies FRAM1 and FRAM25, which reflect the town's spatial strategy and would undermine the plan-led system.
The conflict with the development plan spatial strategy, afforded significant weight, significantly and demonstrably outweighed the benefits of self-build housing delivery, affordable housing provision, open space, economic benefits and highway adequacy, which would largely be realised by the already-approved 35-dwelling scheme.
