What decided it

The lack of statutory listed status for the existing building, following Historic England's refusal to list it, was the most decisive factor in the heritage balance.

The 'less than substantial' harm to the character and appearance of the conservation area from demolition was outweighed by the public benefit of a new, high-quality replacement dwelling that would preserve and enhance the conservation area, and by the likelihood of future dilution of the existing building's heritage interest.
