What decided it
The proposed development complies with the up-to-date development plan and the planning obligation secures both the affordable housing and public open space contributions required by Policy CP4 and the nutrient neutrality mitigation required to protect the Ramsar site, such that paragraph 11(c) of the Framework requires permission to be granted without delay.
The development plan is up-to-date and the proposal accords with it; no tilted balance was required. The Inspector noted that if the Council could not demonstrate a 5-year housing land supply, this would provide additional support for the proposal, but this was not necessary to the decision.
