What decided it

The removal of approximately 16 metres of the prominent uninterrupted stone wall and the introduction of an over-engineered access with extensive curved walls and hard-surfaced ramped area would harm the character and appearance of the Conservation Area, and the claimed public benefits were not sufficiently substantiated to outweigh this harm.
