Main issues, as the Inspector framed them

  • The effect of the proposed access and parking arrangement on the safety of vehicular and pedestrian traffic on Enville Road and within the appeal site.

What decided it

The proposed access and parking arrangement would result in an unacceptable increase in conflict between vehicular and pedestrian traffic crossing the pavement close to the neighbouring school during peak periods, causing significant harm to highway and pedestrian safety that cannot be adequately mitigated.

The benefits of additional retail provision and employment opportunities in the designated Neighbourhood Centre, accessibility by sustainable transport, and redevelopment of previously developed land were not sufficient to outweigh the unacceptable effect on highway safety.
