What decided it

The substantial shortfall in five-year housing land supply (0.87 years) engaged the tilted balance under paragraph 11(d) of the Framework, and the benefits of housing delivery on a sustainable site outweighed the moderate harm from noise to the garden area.

The benefits of the proposal in contributing to housing supply on a sustainable site within an established settlement, supported by Framework policies, were found to outweigh the moderate harm from unacceptable noise levels in the garden area, such that the harmful effects did not significantly nor demonstrably outweigh the benefits.
