The considerable benefit to housing supply arising from the severe shortfall outweighed the significant conflict with Policy CP1 and the small weight given to conflicts with Framework provisions on sustainable transport and growth management, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
