Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the area, including trees
- Whether the proposal would provide satisfactory living conditions for the future occupants of Plots 3, 4 and 5, with regards private gardens
- The effect of the proposal on the living conditions of the occupants of 126 and 136 Connaught Road, with regards outlook and light
What decided it
The significant harm to the character and appearance of the area caused by the incongruous pattern of dense, inward-facing development, combined with the failure to provide satisfactory living conditions for future occupants of Plots 3 and 4 due to tree canopy encroachment, outweighed the moderate benefits of housing delivery.
The moderate social, economic and environmental benefits of housing delivery did not outweigh the significant harm to the character and appearance of the area and the poor living conditions that would occur for future occupants of the dwellings.
