What decided it
Although the proposal breached the 30% floorspace threshold in Policy 3.7, the dwelling's existing substantial size meant it was already beyond affordable reach, so refusing the modest extension would not achieve the policy's objective of retaining smaller dwellings for a balanced housing stock.
