What decided it
The absence of a five-year housing land supply and the significant weight given to the contribution of five dwellings to housing supply, combined with limited adverse impacts from the policy conflict, meant the presumption in favour of development applied and outweighed the spatial strategy concerns.
The adverse impacts of conflict with the spatial strategy and limited accessibility were limited and would not seriously undermine the Core Strategy; these were outweighed by the significant benefits of contributing five dwellings to housing supply and affordable housing contributions in the context of poor housing delivery on the island, applying the tilted balance under NPPF paragraph 11(d).
