What decided it
The Council's inability to demonstrate a five-year housing land supply rendered the restrictive development plan policies out of date, and the proposal's location in a semi-rural area with existing scattered development meant it would not cause harm to character and appearance, allowing the housing benefits to outweigh the policy conflict.
The conflict with out-of-date development plan policies carried only modest weight; the small but positive contribution to housing supply and associated social and economic benefits, together with support from NPPF paragraphs 79 and 105 regarding sustainable development in rural areas, meant the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
