Appeal A's contemporary asymmetric design would complement rather than detract from the character of the area and provide a suitable housing mix, whereas Appeal B's terrace form and bulk would cause significant harm to character and appearance that outweighed its modest benefits.
For Appeal B: the significant harm to character and appearance outweighed the modest social, environmental and economic benefits of housing delivery, even applying the tilted balance due to the five-year housing land supply shortfall, because the adverse impacts would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
