The cumulative harm to the character and appearance of the countryside, to the setting of nearby listed buildings, and to future occupants' living conditions from noise outweighed the benefits of pitch provision and the appellant's personal circumstances.
The significant harm to character and appearance, the less than substantial harm to heritage assets, and the unsatisfactory living conditions outweighed the benefits of a modest contribution to pitch supply, the absence of alternative sites, and personal circumstances, so the balance tipped against granting permission.
