The permanent harm to character and appearance of the area and harm to neighbouring living conditions would significantly and demonstrably outweigh the housing supply benefits, such that the presumption in favour of sustainable development did not apply.

The housing benefits (addressing a 2.3-year supply shortfall and providing a small dwelling) were given considerable positive weight, but the permanent harm to character and appearance and the unacceptable harm to neighbouring amenity were found to significantly and demonstrably outweigh these benefits when assessed against the Framework as a whole, such that the tilted balance did not favour the proposal.
